ORA-12516 TNS:listener could not find available handler with matching proto

I am using Oracle Database 11g Release 11.1.0.6.0 in windows 7. An application is running in another system in Apache tomcat application server 6.0 connecting to the databse.
After using the application for some time, the application cant access the database throwing the error ORA-12516.
After checking in previous posts in Oracle forms, found out that we have to increase the no of process.. so I ran the the alter stmt "alter system set processes=150 scope=spfile;".
After restart of database i observed in v$session that there is a process 1234 running continously and increasing. after reaching no of process to 150, again getting the same error ORA-12516.
Any reason why the process from username SYSMAN of process 1234 is constantly getting increased in Oracle 11g installed in windows 7.
however I didnt get any problem in Oracle 11g installed in Windows XP.
