ORA 12516: TNS: Listener Could Not .....

We are getting "ORA:12516:TNS Listener could not find available handler with matching protocol stack error" .. We are using oracle 11g. Please note this error is NOT occurring for first time connectivity. I connect my desktop application developed in powerbuilder 12 which connects through a workflow/application server deployed on EA Server 6.3. After we connect around 73-74 users we suddenly get this exception .. any ideas?
