ORA-12516: TNS: Error Thrown in .NET application

We are using load testing through a Microsoft provided load testing tool. The application runs fine till the 1st 30 minutes or so after which all the transactions starts failing and the application comes to a standstill. On debugging we found that this error is being thrown from the application -

ORA-12516: TNS:listener could not find available handler with matching protocol stack.

I have checked from v$resource_limit/gv$resource_limit views that the max processes/max sessions utilization is around 195 where as our processes parameter is 600, sessions being 660. Also max no of processes in the limits.conf file in our RHEL 5.0 server is well above 2000.

Could someone help in this regard...
