ora-12514: TNS: listener does not currently know of service requested.

Hi guys

i have a problem when i connect with database using in sqlplus its work, but when i use Toad to connect or try to test service using oracle net manager its give error"ORA-12514: TNS:listener does not currently know of service requested in connect descriptor".

I install DB on my local system and connecting from local system.
OS win7 32 bits
DB 11gR2.
