ORA-12514: TNS:listener does not currently know of service requested in connect descriptor

Hi,

I have 4 node RAC (11.2.0.3) on Exadata for my EBS (12.1.3). Due to certain maintenace requirement, I had to shutdown the first two instances (RAC1 and RAC2) and the local listener of my RAC.

Previously, everything was working fine but after shutting down first two instances, I am hitting ORA-12514 sometime. And othertimes, it is working fine. I am connecting to the database from EBS using scan and service name.

Can you please help me to identify why I am hitting this error?

PS: My understanding is this is a database connection issue and thus placed in database forum instead of EBS.
