ORA-12514: TNS:listener does not currently know of service

I was installed Oracle Database 11g and I can access to data base throw SQL Plus and everything o.k, but when I install Oracle Developer 11g and when I try to connect from the Form to Database I can't.

and when I go to the Net Configuration Assistant and Add connection I find this error " ORA-12514: TNS:listener does not currently know of service requested in connect descriptor" and when I check the service all Oracle service running very well.

I need help to resolve this issue.
