ORA-12514-problem

Hii All
I have oracle 10 g installed on my machine and I have created two database under that with two differant users
say
1.)
User :- SUGAR
Passwrd :- SUGAR
database:- SUGAR


2.)
User :- CES
password:- CES
database :- CES


and i have set ORACLE_SID as CES in bash profile

But when I am trying to connect

conn SUGAR/SUGAR@SUGAR

it gives me error
ORA-12514: TNS:listener does not currently know of service requested in connect
descriptor


Warning: You are no longer connected to ORACLE.

But when I change the ORACLE_SID as SUGAR
then it gives no error while

conn SUGAR/SUGAR@SUGAR


But it gives error at

conn CES /CES @CES

please help me out what I am missing
