ORA 12514 listener doesn't currently know of service rqustd in con dscrptr

I am using Oracle 10g and Oracle forms & reports 6i on my PC and I am just new to these technology.
Few days before I got ORA 12514 TNS : listener does not currently know of service requested in connect descriptor . I was unable to resolve that error and I formatted my C drive and again installed Oracle 10g and Oracle forms & reports 6i. But the same error is keep coming and I have to format my C drive and have to reinstall all software again.
Please help me with this problem and give me permanent solution.
