ORA-12505 error Only in SQL Developer - 11g Express

Hi,

I found alot of similar problems but none that fit mine.

I installed Oracle 11g Express version.  I can connect to my database in command line when i try in SQL developer i get the following error code:

Status : Failure -Test failed: Listener refused the connection with the following error:
ORA-12505, TNS:listener does not currently know of SID given in connect descriptor.

the database i\m trying to connect to is xe.

here is the content of my tnsnames.ora file:

NOTE: i tried connecting to ORCL with SQL Developer and was able to with the SYSTEM account.
