ORA-12504,TNS:listener was not given the SID in CONNET_DATA-Oracle 19C DB and Jdev:p31640893_R12_GEN

Hi,
I have downloaded the Jdeveloper for OA Framework customization and the suggested version was p31640893_R12_GENERIC. I am now creating a OAF Project to connect to a Oracle 12.2.10 environment and that database is already on Oracle Database 19c.
When I give the details and credentials in the Database wizard and get to the "Test" button, the connection is successful, but when I try to select this database for the "Run Time Repository" in the OAF project, it comes back with an error:
ORA-12504,TNS:listener was not given the SID in CONNET_DATA
and then I cannot select it.
So, is this and issue with Jdeveloper or the OAF Patch in the jDeveloper. Is there a solution to over come this.
We use the sqlnet.ora
We are able to connect to this database using the same values for usernam/pwd and Service Name and Host and Port, using the SQL Developer and also from other tools like PLSQL DEveloper.
Also, we are able to connect to this Database using the JDeveloper 12C for SOA,

Any help in this regards for Jdeveloper/OAF Specific would be really helpful.
We are currently upgrading from 12.1.3 or Oracle ERP to 12.2.10 of Oracle ERP and in the process, I need to re-do some of the customizations and make sure to use the latest Class files and make sure the custom code compiles correctly.
