ORA - 12224: TNS : no listener while connecting 12c R2 Database.

I have recently installed Orale 12c R2 DB in my system. Database is installed successfully and able to connect to DB through SQL Plus (provided by default while installation).

But when trying to connect to DB through other client like PL SQL Developer I am getting error - ORA - 12224: TNS : no listener.

Can anyone please help me out to resolve the issue.
