ORA:12224 TNS:No Listener

hello
i was working with report developer then while i was creating a
report it could not run....i tried to reconnect to the
server..it give me error message (Ora-12224 TNS:No listener) and
i do not know what to do .....i tried to restart the oracle
service but it did not start....pls i need help badly...i will
appreciate any reply
