ORA-12170: TNS: connect timeout occurred

Hi. I have primary RAC database. Scan name and cluster name are same and they are called prim-scan. The ips of the prim-scan 192.168.7.11; 192.168.7.12;192.168.7.13. The all of machine  IPsrecorded in DNS (192.168.7.10).  I want to create standby database in another region. And there are different network infrastructure. So my standby scan name is stand-scan ( 10.2.60.11; 10.2.60.12; 10.2.60.13). This also recorded in DNS(172.17.88.5).

There is routing between my prim-scan IPs. So  192.168.7.11 - 172.17.88.11; 192.168.7.12 - 172.17.88.11 ;192.168.7.13 - 172.17.88.11.

I can connect from prim to  stand successfully.

rman target sys/pass@servicename auxiliary sys/pass@servicename

or

sqlplus target sys/pass@servicename.

But i can't connect from stand to prim.It get an error "ORA-12170: TNS: connect timeout occurred".

Do you have any suggestion to fix this issue?
