ora-12170 TNS:connect time out occured

Hello everyone;

Environment: windows 2003 server

I have installed Toad 9.5 for login to oracle ..I have given user name :scott & password :tiger

tns:oracle (that I have defined)

"ora-12170 TNS:connect time out occured "

Please let me know steps to trouble shoot this issue
