ORA 12170 please help

I have upgraded my client and now i am running into problems connecting to the database.When i lookup sqlnet.log here is what is says:

Fatal NI connect error 12170.

VERSION INFORMATION:

I also tried including SQLNET.INBOUND_CONNECT_TIMEOUT=30 in the sqlnet.ora but it didn't help.I can telnet to the database host on port 1521 which i am using and it is open.
