ORA-12154:TNS:could not resolve the connect identifier specified

Hi,
I have installed just the ODAC on my windows 2008 server . Its a 64 bit server. I configures the tnsnames using net manager, did a test , connects perfectly. I went to command prompt , did a tnsping , pings perfectly. But when I give the user id, password, and connection string , in an application (Business Object Universe Designer) , it throws me the "ORA-12154:TNS:could not resolve the connect identifier specified" error. Any idea why is that ?
