ORA-12154: TNS:could not resolve the connect identifier specified

I have also noticed that trying to set new environment variables through My Computer, does not seem to retain the environment variable, maybe my operating system (Win SP SP3) has gone corrupt, or has a bug, but I don't have a confirmation as yet.
