ORA-12154: TNS:could not resolve the connect identifier specified

Hi,
I have installed oracle 10g 10.2.0.1 on my computer. And I am trying to connect to a databse installed both in my local machine and a remote machine. I am able to connect to both the database from SQLPLUS . But when I try to connect from TOAD or Crystal Report , I get the above error .

Here is MY
tnsnames.ora file
