ORA-06550 error

hi,,

my oracle 9.2 server charcter set AL32UTF8

when close toad come this error,, any idea..

ORA-06550: line 2, column 3:
PLS-00553: character set name is not recognized
ORA-06550: line 0, column 0:
PL/SQL: Compilation unit analysis terminated
