ORA-06512: at "SYS.UTL_HTTP" error

my application which has been running well suddenly is giving this error

ORA-06512: at "SYS.UTL_HTTP", line 2349
ORA-29261: bad argument
ORA-06512: at " PackTet.ProcFG", line 134
ORA-29273: HTTP request failed
ORA-06512: at "SYS.UTL_HTTP", line 2131
ORA-29276: transfer timeout

why is it suddenly giving this error. i am not able to identify the error. and its not occuring everytime only a few times and the same file when re-uploaded doesnt give the error.

can someone throw some insight into this issue?
