ORA-06503 PL/SQL Function returned without value.

Hi. I have a packaged function created under schema xxx which works fine when called in sql*plus.
Call it from APEX and it gives the ORA-06503 message.
I have isolated the problem to a Delete statement , so it looks like a permissions thing.
I have tried granting all necessary permissions to public.
I have tried the following as suggested in a similar thread :
edit the login page, after-submit process named 'Login'. Where you see P_SESSION_ID => :FLOW_SESSION, change it to P_SESSION_ID => v('APP_SESSION').
Didn't work.

Any ideas please ?
p.s. I'm new to APEX so please explain any solutions slowly !
