ORA-06143:connection not open

hi all,
i have the laptop which is having windows 7 os. and i installed sqltools 1.6 while i am trying to connect my database server( oracle 10g, os:windows2003 server), getting these error in sqltools
ORA-06413:connection not open. anybody kindly help me how to resolve this
