ORA-04259: Unable to load Multilingual Engine (MLE)?

In Oracle Database 21c Express Edition 21.0.0.0.0 (Windows version), I got an error message: ORA-04259: Unable to load Multilingual Engine (MLE). I granted 'execute dynamic mle' and 'on javascript', but still the same error. DBMS_MLE install script has a mention example NON-LINUX.64 not supported? Is MLE really unsupported on Windows or XE (21c)?
