ORA-03137: TTC protocol internal error : [12333] [9] [76] [85] [] [] [] []

Error ORA-03137: TTC protocol internal error : [12333] [9] [76] [85] [] [] [] [] popped up on June 30 then on July 3rd got same error with a different argument ORA-03137: TTC protocol internal error : [3147] [] [] [] [] [] [] [].
I am using 11.2.0.1.0 on Windows 2008R2. Some blogs suggest altering optimpeek_user_binds to False and caution as it may impact execution plans.
Is it a bug if so would upgrading to 11.2.0.2.0 would eliminate this problem?
