ORA-02291: integrity constraint () violated - parent key not found

hi i have cache 22 situation when i update child values i get this error ORA-02291: integrity constraint () violated - parent key not found but when i go and update parent table i get this error ORA-02292: integrity constraint () violated - child record found,what must i do i this situation 
child table
UPDATE CITY
   SET  PROVINCECODE  = TRIM (PROVINCECODE);
   
   
parent table   
   UPDATE PROVINCES
     SET  PROVINCECODE  = TRIM(PROVINCECODE)
