ORA-02248: invalid option for ALTER SESSION

Hi, we use oracle discoverer 3.1 and oracle 11.2.0.1 database. when I try to connect to db from discoverer
"ORA-02248: invalid option for ALTER SESSION" error occurs. (Before upgrade, In oracle 10.2.0.2 db there were no errors.)
nls_lang is TURKISH_TURKEY.WE8ISO8859P9 in client machine(discoverer program is here)
In client machine when I delete nls_lang from registry I think this means, use default, no error occurs in connection but we have Turkish character problems.

Client machine os is windows XP.
