ORA-02091: transaction rolled back when trying to delete email template

Here's a new fun one.

APEX 22.2.1

Trying to delete an email template. The template has been around for a while and has been superseded by another.

When I do try to delete the template I get an error from the builder:

Not a particularly informative message. Not sure what to do at this point. I can make changes and save them, but I can't delete the template.

Any suggestions?
