ORA-02002 audit error and ora-1918 user does not exists (12c env)

I am getting above error

ORA-02002 audit error and ora-1918 user '' does not exists (12c env) ORA-01035 oracle available to restricted users

i checked db has enough tablespace in system and also

select login,open_mode from v$instance ( for restricted session)

db is open mode and READ WRITE mode

what went wrong in 12c ( i am new to 12c)
