ORA-01950: no privileges on tablespace 'USERS' - bug?

(1)you(SYSTEM) create a XE(APEX)-User with DBA privilege and "create table..."
(2) later SYSTEM revoke the dba (only uncheck the dba)
he should have even connect, resource, "create table..." ?
(3) but he can connect, but not create a table:
ORA-01950: no privileges on tablespace 'USERS'
=> bug?
