ORA-01882: timezone region string not found

when i execute a package i am getting the following errror

ORA-01882: timezone region string not found

When i checked the net i found out the following solution

Cause: The specified region name was not found.
Action: Please contact Oracle Customer Support.

How can i proceed
how can i contact oracle support or any other solution to this problem
