ORA-01843: not a valid month in sql loader

Hi. I am trying to insert time data into date column type and getting this one message ORA-01843: not a valid month.

My ctl configuration as follow:

TIME1 "TO_DATE(SUBSTR(:TIME1,1,19),'yyyy-mm-dd hh24:mi:ss')",

Data nature as follow:

19:43:52.0000000

Any help.
