"ORA-01810: format code appears twice" error when calling API

We have a procedure in an R12 test environment that is calling the Hr_Contact_Rel_Api.create_contact API. When the API is called we are getting the below error. This is code that is currently running in our 11.5 production environment.

ORA-04088: error during execution of trigger 'APPS.PERPERSONTYPEUSAGESF_278I_DYT'
