ORA-01403 No Data Found but sql query returns results

Hi Everyone

We recently upgraded application from Apex version 5 to apex24.1.7 .

There is a report that shows the error while the others are fine -

report error: ORA-01403: no data found

The query is returned in SQL_DEBUG when the report is run. When the query is run in SQL Commands in APEX, I can retrieve the results. Can you suggest why the results are not displayed when the report is run in apex application, but running the same query in sql_debug brings the results. Here is a snapshot from View Debug in Apex -
