ORA-01401 and ORA-12899

For the past 8hours, I have been googling about
the related ORA-01401 and ORA-12899 error
messages.

I noticed that ORA-01401 had been removed from the list
of error messages since Oracle 10.1 documentation.

And, ORA-12899 has been added.

Is there an official Oracle document (e.g. release notes)
stating such fact?
