ORA-01304:ORACLE not available and ORA-27101:shared memory realm does not

I installed ORACLE 9i Database Personal edition on my computer(WINDOWS 2000).Created the database and named the global database is PRACTICE. It worked fine one day. I shutdown the machine and next day restarted the machine. when i connect to SQL PLUS through the scott and tiger. I got the error like this
ORA-01304:ORACLE not available
ORA-27101:shared memory realm does not ORACLE NOT exist.

I tried to open the Oracle enterprise manager i am getting error"ORACLE NOT AVAILABLE".

I would appreciate any help.
