ORA-01035: ORACLE only available to users with RESTRICTED SESSION privilege

Whenever i login as sys user as sysdba, I can login at ease.

But whenever i try with a user (a user meant for monitoring tool). I get a message, Database is in restricted mode.

SQL> connect patrol05/Patrol$05

ERROR:
ORA-01035: ORACLE only available to users with RESTRICTED SESSION privilege

Warning: You are no longer connected to ORACLE.
