ora-01033:oracle initialization or shutdown in progress

Hii....frnds
upto last day my oracle sql developer and OWB connect and work correctly.
but when i opened the sql developer and start connection to my user it shows the error: ora-01033:oracle initialization or shutdown in progress.
I ve tried many options but can't connect.
plz any one help me to know how it will be connect???

its very important.
