ORA-01033 : Oracle initialization or shutdown in progress

Hello ;

When I want to login on 11g by SQL Developer I am facing with error " ORA-01033 : Oracle initialization or shutdown in progress ". I have just removed some tablespace by sql command and then refresh. To solve this problem I have restarted the computer or stop/start services. Also when I want to login in sql*plus also I am facing with that error. its very imortant to me to sovle this problem. Becayse I have near 6 billion record for my research.

Any body can help me ? and also how can i reinstall the 11g on existent oracle?;that i could not also be succeed to reinstall.
