ORA-01033 ORACLE initialization or shutdown in progress

Hi, I’m having problems with the DB at work. It was working fine and suddenly I found out that someone had unplugged the computer. Since then I have not been able to connect to the DB nor by the Pl sql nor by the sql plus

The error that’s showing up is: ORA-01033 ORACLE initialization or shutdown in progress

I went to watch windows services and I found out that OracleCSService is not initializing, its always trying to start but never ends

Can you please help me solvign this issue

ps: I’m sorry for my bad english, I’m actually from Argentina :P
