ORA-01033: ORACLE initialization or shutdown in progress

Platform : Win2K Server
Oracle 10g

After bootup, in Window Service Manager, it shows Oracle instance service started.
But when connect using sqlplus, it fails with ora-01033 even after half an hour.

i have to manually stop and re-start Oracle service then only Oracle will be started successfully.

When tried using sqlplus /nolog to shutdown Oracle, it says ora-01507 database not mounted.

Any help will greatly be appreciated.
