ORA-01031: insufficient privileges with SYS user when I try to login

Hi,

When I try to login our database with SYS user via TOAD it gives below error.
ORA-01031: insufficient privileges

If I use SQLPLUS "/ as sysdba" it is conningting but If I try to use another tool like TOAD I cannot connect.

Could you anybody help me what is the problem andhow can I connect SYS user with TOAD.
database version is 9.2.0.8.
