ora-01031 insufficient privileges

Hi All,

OS Windows 2K
Ora10g

Lately, most users have been complaining about error ora-01031 insufficient privileges. The users just encode data on a form page and save.

I check it in google, and I found out that it is not related to privileges on a table? I thought this is usually caused by table access privileges no grant.

Is it true that this is due to OS permission error privilege? Is the solution to make all the users in ORA_DBA in windows? But they do not have userid in the server.

I am confused now. : (
