ORA-01031: insufficient privileges

Could someone help me?

I'm new here and a wanted to use apex for PL/SQL training purpose. But I'm getting “ORA-01031: insufficient privileges” to run this script in order to get the “HR Schema” : “ALTER USER HR IDENTIFIED BY hr ACCOUNT UNLOCK;”
