ORA-01031 error while shutdown command given by Sys user

I am facing a problem for shutdowning the Oracle 8i database. It is giving the ORA-01031: insufficient privileges, where as i am using the "sys" user id.
I am here quoting the SQL prompt.

SQL> shutdown immediate;
ORA-01031: insufficient privileges
SQL>
