ORA-01017 when adding physical standby database using dgmgrl

Source system - 2 node 11.2.0.2 RAC
Instance 1 - AQ1001
Instance 2 - AQ1002
OS - AIX 7.1

Standby system - single instance 11.2.0.2
Instance name - AQ1
OS - AIX 7.1

Hello - I've read several of the posts here on the forums regarding ora 1017's when using or building a data guard standby. I have tried several of the fixes provided here, ie. I have re-created the password file on the primary system and have copied it to the standby system, but unfortunately this did not resolve the issue. I still receive the same error as below:

DGMGRL> add database aq1_standby as connect identifier is aq1_standby maintained as physical;
Error: ORA-01017: invalid username/password; logon denied

Please let me know if anyone has seen this error after creating/copying the password file from the primary to the standby.
