ORA-01005: null password given; logon denied

I get this Error when i am trying to connect to a Oracle Database from EM12CR2. Does not happen to every databases.
The host i am connecting to is Windows 2003 R2 Server .

Error Message

ORA-01005: null password given; logon denied
The Connect Descriptor was (DESCRIPTION=(ADDRESS_LIST = (ADDRESS=(PROTOCOL=tcp)(HOST=<HOST_NAME>)(PORT=<PORT_NUMBER)))(CONNECT_DATA=(SID=<DB_NAME>)(SERVER=DEDICATED)))
