ORA-00988 error when resetting password

I have expired the password of one of the user thru SYSTEM account.When user login to SQL*Plus the password reset screen prompts, when user enters old and new password an error message shows ORA-00988 but when reset password by using ALTER USER command then user successfully change the password.
I do not understand the problem. Any body can help on this issue ?
