ORA-00838 Specified value of MEMORY_TARGET is too small

After restarting the database I am receiving the ORA-00838 error Memory_Target is too small. From researching the issue I understand

that I have to create and edit the pfile from the spfile. The issue that I am encountering is that I cannot view the path to either pfile or spfile

because oracle is not available.
