ORA-00604 & ORA-01804 when connecting to Oracle 11 database 11.1.0.6.0

When connecting to a certain Oracle 11 database 11.1.0.6.0 using Sqlveloper 3.0.0.4, I get the following errors:

ORA-00604: error occured at recursive SQL level 1
ORA-01804: failure to initialize timezone information
00604. 00000 - "error occured at recursive SQL level %s"

Anyone knows why this happesn? Connecting to Oracle 9 & 10 databases goes without these errors.
