ORA-00439: feature not enabled: Online Index Build

Hi,

OS:LINUX
Oracle: 10.2.0.3

I am getting the below error while i m attemptig to rebuild indexes. It is running in other db in same version.

SQL> alter index ANALYTIC2.MS_QF_RATING rebuild online;
alter index ANALYTIC2.MS_QF_RATING rebuild online
*
ERROR at line 1:
ORA-00439: feature not enabled: Online Index Build

Can some suggest what is teh root cause and what could e teh best solution for this problem.
